Applications for the Business Decarbonization Program are Opening!

Portugal 2030 foresees a climate transition with the goal of achieving carbon neutrality by 2050.
Compete 2030 was created with this goal. The action axes foreseen in this program seek to stimulate decarbonization and support companies in their transition to a greener future.

What is the Business Decarbonization Program?
To understand this program, it is first necessary to know 4 main points:
- The program is part of Strategic Objective 2, defined by Portugal 2030, called Portugal + Green;
- It is part of the Climate and Energy Transition Incentive System (SITCE);
- Within SITCE, there is the Intervention Typology – Business Decarbonization – and within it, the Operation Typology – Energy Efficiency and Decarbonization;
- Geographical area and beneficiaries who can benefit from the support: Companies located in the North, Center, and Alentejo, according to NUT II. Companies of any size, depending on the operation typology;
Now that you know the context for the existence of this program, it is important to explain that the objective of this program is:
“Support for the reduction of energy consumption and greenhouse gas (GHG) emissions, namely through the replacement, adaptation or introduction of low-carbon equipment, processes and technologies, and, complementarily, the incorporation of renewable energy sources.” (Portugal, 2030)
Prepare your application early
The call will be open from May to September 2025 and with the benefits this program offers, many companies will apply.
You can secure support through the Request for Aid Registration (RPA), already available for submission. Submit the start definition for decarbonization and energy efficiency investment projects and prepare in good time for this opportunity.
To apply, it is essential to have the documentation regularized, such as building licensing. It should be noted that an energy audit will be necessary to verify your eligibility.
Up to 100% Non-Repayable Funding
For investments in interventions that are not in buildings – base rate up to 100%.
For investments in interventions in buildings – base rate up to 30%, plus increases based on:
- Company size;
- Geographical location of the investment;
- Improvement in the building's energy efficiency.
There may be a reduction to up to 15% if investments only meet the minimum EU energy performance standards and support is granted less than 18 months before the standards come into force.

Eligible expenses – Photovoltaic installations are included
The eligible expenses for funding in this program are divided into 4 categories:
- Total investment costs or additional investment costs necessary to achieve the highest level of energy efficiency;
- For interventions that are not in buildings;
- For interventions in buildings;
- Expenses directly related to the development of the operation.

For interventions in buildings, expenses eligible include:
- Installation of integrated equipment that generates electricity, heating or cooling from renewable energy sources, such as photovoltaic panels and heat pumps;
- Installation of equipment for storing energy generated by renewable energy installations, provided the storage equipment absorbs at least 75% of its energy annually from a directly connected renewable energy generation installation;
In other words, projects involving photovoltaic solar panels, energy storage systems, and heat pumps are eligible for funding under this decarbonization program.
